The document provides guidance for the procurement, design and implementation of IM/IT solutions for the B.C. Government. It is a companion document to the IM/IT Standards Manual in that it describes the strategic initiatives and infrastructure that are critically important to the transformation of IM/IT in the B.C. Government and are:
Advanced Communications and Collaboration (PDF 857KB)
Service delivery in public sector routinely requires communication and collaboration between individuals across core government, broader public sector and third (contracted service delivery partners). Examples include government planners who work with peers across all ministries to prioritize where investments should be targeted, case workers who collaborate with specialists and peers from other organizations, and policy research analysis who need to form a “virtual‟ team with experts outside the province.
The strategy and direction for government’s advanced communication and collaboration services is to enable information sharing across these boundaries by making available one common set of highly secure services. Implementation of ACCS has started, and will continue with a phased adoption of the services across core government, the broader public service and the third sector.

The Office of the Chief Information Officer (OCIO) has defined a vision for Information Sharing based on a service oriented business architecture approach. This approach reinforces the transformation of government from siloed program initiatives to focus instead on the provision of citizen-centered services, and encompasses the development of electronic information sharing services. Information Access Layer services are a key set of services identified in the OCIO’s vision for Information Sharing - common services that enable systems across multiple organizations to securely exchange appropriate information
Identity Information Management (PDF 846KB)
A key enabler of the next generation information structure is the Province’s Identity Management Program (IDIM). At the heart of information sharing, connecting people, and providing access to information systems is the knowledge of who we are sharing the information with, what organizations they we are working for, what roles and privileges they have been granted, and, for many public services, assurances of whom the information is about. The Identity Management Program provides this knowledge and assurances so that we can securely, and respecting privacy, share information, connect the workforce, and provide appropriate access.
The IM/IT Standards Manual (PDF 522KB) is the result of the OCIO collaboration with its staff and stakeholders. In the development of this manual, obsolete or redundant standards were removed from the OCIO website.
